The state of Pennsylvania failed in an attempt to raise millions of dollars for highway and bridge infrastructure. First the FHWA denied its request to toll I-80, then the only bidder to lease the Pa. Turnpike pulled its offer. Who is to blame for this catastrophic loss in funds?

The FHWA. Pennsylvania should be allowed to toll I-80.
Pennsylvania. They should have provided the right information to the FHWA.
The economy. The private bidder would still be in the game if it was not for a tight credit market.
