    Cold mix for emergency repair and stockpiling are produced using cutbacks and emulsions. Cutbacks reduce viscosity with solvent; emulsions use water and solvent. Solvent concentration relative to asphalt is identical for both processes for equivalent workability. With regulations limiting usage April through October, focus on cutback paving as the highest VOC contributor. Products produced using specialty cutbacks for emergency pothole repair and long-term storage are the lowest usage application with the lowest VOC contribution.
