The Jane Byrne Interchange is the confluence of I-90, I-290, and Congress Parkway. With more than 400,000 vehicles traveling through the interchange daily and  more than 900 crashes annually, it rates as one of the worst bottlenecks in the country. Among the project's major challenges has been maintaining a comprehensive traffic management plan amidst persistently heavy traffic.
