Norris Asphalt Co., Ottumwa, Iowa, has won the 2001 National Asphalt Pavement Association's Sheldon G. Hayes Award for excellence in construction of an asphalt pavement.

The company was honored for the construction of 6.5 miles of Rte. P46 in Ringgold County. The project involved laying approximately 51,700 tons of hot-mix asphalt (HMA) on top of an existing graded county road. It encompassed several facets, including surveying, design, pavement mix design, storm sewer and retaining wall.

The project involved an overlay of two different sections, one rural and one urban. The rural section was evaluated and the end result was 10 in. of HMA were laid over the existing rolled stone base. Approximately 27,000 ft of longitudinal drains were placed to help with water drainage under the new pavement.

The urban section consisted of a full-depth 10-in. design and a 4-in. overlay on top of 10 in. asphalt and rolled stone base. A curb and gutter was placed in the area of the 4-in. overlay.
